With the winter season ending, the City of Concord’s Engineering Services Division is lifting the winter construction moratorium for excavations within the City right-of-way effective Monday, April 7, 2025 at 8 a.m. Contractors interested in obtaining Excavation, Driveway, Encumbrance or Utility Connection Permits should apply as soon as possible. Applications must be submitted online through Concord’s Citizen Self Service Permit Portal and in accordance with the City’s Excavation Permit Regulations. Permit applications must be submitted at least four (4) business days prior to the proposed excavation. Any excavation work being performed without a permit or with an expired permit will be subject to fines. Please also be aware that any excavation requires prior Dig Safe notification and mark outs in accordance with NH RSA’s and PUC Regulations. Finally, certain roads that have been paved within the last five (5) years remain under an Excavation Moratorium; a map depicting these roads can be found HERE.
