Parking Bans
Overnight Parking
Overnight parking is allowed on all streets in Concord and Penacook, except during Winter Storm Event Parking Bans, Winter Maintenance Parking Bans, and Emergency Parking Bans. Those vehicles parked overnight must obey all other parking rules and regulations (for example: do not park too close to an intersection, no parking within 5 feet of a driveway, etc.) On-street parking is limited to those spaces where parking is legally permitted during the daytime. Commercial or recreational vehicles (such as boats, campers, RVs, trailers, etc.) cannot park on the street during overnight periods. In addition, no vehicle may be parked in the same location for longer than 48 consecutive hours.
Parking Bans
"Winter Storm Event Parking Bans" prohibit parking on any City of Concord owned street in the City.
"Winter Maintenance Parking Bans" (which are used for downtown snow removal after a storm) or "Emergency Parking Bans" may affect this area as well as other neighborhoods of the city. Please review the Winter Maintenance Street Listing Map (PDF) for the "Winter Maintenance Parking Ban" area.
Winter parking bans will last from midnight through 7 a.m. Parking is free of charge in all City parking garages from 7 p.m. until 8 a.m. for permit/lease spaces (marked with signage) and 9 a.m. for metered spaces.
Notification of Parking Bans
Parking bans will be advertised on the city website, shared on social media, and the city will provide notice of Parking Bans to local media outlets, but cannot guarantee that the ban will be advertised.

Violation of Parking Bans & Towing of Vehicles
Those who park on the street in violation of a winter storm event parking ban, winter maintenance parking ban, or emergency parking ban are subject to a $50 ticket.
Owners of vehicles that are towed during a parking ban will incur a $185 tow fee but the $50 ticket fee will be waived.
If you believe that your vehicle has been towed during a parking ban:
You may contact the Police Department Parking Division during normal office hours, Monday through Friday, 8 a.m. - 4:30 p.m. at 603-225-8640, or during times outside of the normal office hours at 603-225-8600 to make an inquiry.
You will need to come to the Concord Police Department at 35 Green Street with photo identification to obtain a vehicle release form. The release form will provide the towing operator the authorization necessary to release your vehicle. We utilize a rotational list of towing contractors, so information on where to pick up your vehicle will be included with the release forms. You will be required to pay the tow company directly at the time of retrieving your vehicle.
