Community Development Block Grants (CDBG)
The City of Concord is eligible to apply annually for Community Development Block Grant (CDBG) funds to support economic development, public facilities, and affordable housing projects. Typically, the maximum funding the City can receive is $500,000. The City can also secure additional funds by partnering with other governmental entities, like Merrimack County.  The Community Development Advisory Committee reviews the applications and determines what projects the City will support. 

The New Hampshire Community Development Finance Authority (NHCDFA) is the State agency responsible for the administration of the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program.

            • Feasibility Studies 
            • Emergency Projects 
            • Economic Development Projects 
            • Housing & Public Facilities Projects

Applications are typically submitted in January and July for Housing and Public Facilities Projects, while Economic Development applications can be submitted at any time throughout the year on a first come/first served basis.

Projects using Community Development Block Grant funds must benefit “low / moderate income” people, as defined by the HUD, and be in compliance with various federal rules and regulations, such as Davis/Bacon wage rates. The City also holds a lien on properties receiving CDBG funds for a period up to 20 years. The City also holds a portion of awarded grant funds to cover the cost of administering the grant.

  • Concord Boys & Girls Club (renovation and expansion of community center); (2012, $500,000) 
  • The Friendly Kitchen (construction of a new soup kitchen); (2012, $500,000) 
  • Fisherville 107 Manufactured Housing Cooperative (water and sewer main replacement); (2010, $450,000)
  • Mennino Place (45 Unit Apartment Building); (2009 $450,000) 
  • Second Start (renovation of daycare, adult education facilities, (2008; $340,000)
