Impact Fee Waivers
Impact fees are assessed by the City of Concord for development projects or building renovations to offset the costs of capital investments which the City will incur to provide municipal services to new development.

In 2005, the City Council amended the City’s Impact Fee Ordinance to allow for reductions of said fees to promote economic development activities in the City’s Downtown core,  Specifically, new developments or building renovations in Downtown Concord might be eligible for the following reduction in impact fees: 
  • 15% reduction for projects involving renovation structures eligible for the State or National Register of Historic Places (listing on either register is not required)
  • 15% reduction for projects involving Brownfields sites enrolled in the State of N.H. Brownfields Program
  • 15% for projects which shall be taxable or for “tax exempt” developments which enter into Payment In Lieu of Taxes (“PILOT”) Agreement with the City
  • 15% reduction for projects involving renovation of buildings or properties which have been abandoned and vacant for at least six years
  • 100% reduction for projects designated as “City Priority Redevelopment Projects” by the Concord City Council.

Projects that qualify for multiple reductions may combine all such reductions for their projects.

Certain restrictions apply for all Impact Fee Reduction Incentives. Please see Chapter 29.2 of the City’s Code of Ordinances for more detail.
