Allied Leather Tannery / 4 Crescent Street

The Allied Leather Tannery / Amazon Realty Site is a 6.16 acre “Brownfield” property located in Concord’s “Penacook Village” neighborhood.  The site was first developed in 1846 and used for a variety of purposes including the manufacturing of textiles and a leather tannery as well as the original electrical generation facility for Penacook Village.

In 1987 the Allied Leather Company went bankrupt due to global economic changes, with the proceedings lasting more than ten years.  In 2001, the City was forced to condemn the site and within the next ten years, the City would eventually acquire all eight parcels which comprised the Allied Leather / Amazon Sites and embark on an ambitious plan to clean-up the site to prepare it for redevelopment. 

In 2011, the City sold a 2.1 acre portion of the complex located to a Vermont developer that led to the construction of a 15,000 square foot medical office building which is occupied by Penacook Family Physicians (an affiliate of Concord Hospital).  The City supported this project with the creation of a Tax Increment Finance (“TIF”) District which allowed the City to design, construct, and maintain off-site infrastructure improvements to support that redevelopment effort at no cost to the developer.

Final cleanup of the site is scheduled to occur in the spring of 2013.  This effort is being supported by a $600,000 grant from the U.S. Environmental Protection Agency, a $200,000 Revolving Loan Subgrant from the Capital Regional Development Council, funding from the State of NH Oil Discharge and Disposal Cleanup Fund, as well as matching funds from the City.    

The City is current working with Weston Solutions of Concord, NH, to redevelop the remaining portions of the Allied / Amazon Realty sites.  Specifically, Weston plans to acquire 2.5 +/- acres of the site to construct a new 45,000 square foot Assisted Living facility, together with an adult daycare and accessory retail or restaurant space.  The residual portion of the site will be retained by City for the creation of a new 1.5 +/- acre riverfront park, which may include the renovation of an existing 4,100 square foot building into a new branch library.
