The City of Concord has no formal jurisdiction over how taxpayers prorate real estate taxes in the buying or selling of real estate. Please be aware that the 1st two quarter billings are just estimated bills, based on last years tax rate and the assessment as of April 1st. The final bills are when the rate is set (usually in November), which will determine if your taxes are higher or lower. However, for the purposes of assisting buyers and sellers, we have the following approach you may consider.
1) The quarterly tax payments being made to the City of Concord by taxpayers are being made in advance for City Services not in arrears.
2) Commencing with the July 1, 1996 fiscal year, and for all subsequent fiscal years, the July 1 payment covers the quarterly period from July 1 thru September 30, the October 1 payment covers the quarterly period from October 1 through December 31, the January 2 payment covers the quarterly period from January 1 through March 31, and the March 31 payment covers the quarterly period from April 1 through June 30. All quarterly payments are subject to the final tax bill adjustments for the fiscal year billing.
*This approach was endorsed in resolution number 6694 of the City Council adopted April 14, 1997. A copy can be obtained from the City Clerk or Collections Office. It is not law and the proration of taxes is still a matter of agreement between the buyer and seller of real estate.
