Notice to Residents
WATER MAIN REPLACEMENT PROJECT
- HIGH STREET BETWEEN ALLEN AND STARK STREETS -
As part of Concord’s 2017 Water Main Replacement Program that began in the summer of 2017, the water main and services on a portion of your street will be replaced this spring. The process will involve the installation of temporary water piping, street closures, lowering catch basins, manholes, removing curbing, and installing new water main and services. We are scheduled to begin the work in early April.
As a reminder any features such as, but not limited to, invisible dog fences, landscaping, or irrigation systems that lie within the right-of way need to be removed by the resident prior to the start construction. If the feature is not removed and the contractor damages them, neither the contractor nor the city will not be responsible for repairs or replacement.
During the construction, portions of the street may be closed and on-street parking will be prohibited between 7am and 5pm. Provisions will be made for residents who are directly affected by the construction and need to come and go from their homes and driveways.
We apologize in advance for any inconvenience this work may cause. There will be some minor vibrations caused by the equipment used to complete this work, so as a precaution, we suggest that valuables be taken from walls or shelves to prevent any damage. You can replace them when pavement is completed. The city also contracts with an independent materials testing firm to monitor vibrations during the construction. Your patience and cooperation will be greatly appreciated.

May 11, 2018 Update:
he contractor will be completing minor punch list items, loam and seed and final clean up on Community Drive, Sanders Street, Walnut Street and High Street. Traffic disruptions are not anticipated. This project will be completed next week. General Services contractor GMI is scheduled to complete the final paving on these streets from early July to mid-August.
May 4, 2018 Update:
SUR Construction will be reconnecting the water and sewer services to residents on High Street. Mid-week, the contractor will temporarily pave the trenches on High Street, and then loam and seed disturbed areas and touch up areas disturbed last fall. This section of High Street will be closed to through traffic during this work.
April 27, 2018 Update:
Early in the week the contractor will be testing and chlorinating the new water main. The remainder of the week they will be installing new water and sewer services. Local traffic only.
April 20, 2018 Update:
High Street, between Stark and Allen Streets – On Monday the contractor will hook up the residents to temporary water. The remainder of the week the will be installing the new water main beginning at the Allen Street end. Local traffic only.
April 13, 2018 Update
Next week in Penacook, water main installation will begin on High Street, between Allen and Stark Streets. Traffic will be restricted to local access only. Emergency vehicles will be able to pass.
April 6, 2018 Update:
The contractor will be mobilizing early next week and setting up the temporary water system toward the end of the week. Finish work needs to occur in the manholes located on Community and Sanders Streets. Isolated traffic delays expected.
March 30, 2018 Update:
SUR West is scheduled to begin the water main replacement on High Street between Stark and Allen Streets on April 9th.
November 3, 2017 Update:
Next week, the contractor will be preparing Walnut Street and Sanders Street for paving on Wednesday. The raising of structures on Walnut, Sanders and Community Drive will take place at the end of the week. Local traffic disruptions are anticipated.
October 27, 2017 Update:
Next week, the water main on Walnut Street will be completed, and water and sewer services will be installed. Driveways on Community Drive will be completed.
Early next week, the contractor will finish installing the water services on Sanders Street. Mid-week, they will begin to install the temporary and new water mains on Walnut Street. Local traffic disruptions are expected.
October 13, 2017 Update:
The contractor will be installing the new sanitary sewer main on Sanders Street. Residential services are not anticipated to be disrupted. Traffic will be restricted to local use only.
October 6, 2017 Update:
Next week, the contractor will be installing temporary water and new sanitary sewer on Sanders Street. Local traffic only.
On Wednesday, the contractor will be installing two water valves on Portsmouth Street, in the vicinity of the trail head parking lot. Residents between #1 and #55 Portsmouth Street will be without water from 9:00 AM to 6:00 PM. Paving of this section of Portsmouth Street will occur on Friday. The road will be closed to through traffic during this time.
September 29, 2017 Update:
Next week, the contractor will be grading Community Drive in preparation for paving on Friday. On Thursday, temporary water will be set up on Sanders Street and the street will be reclaimed. On Friday, the contractor will begin to replace the water main on Sanders Street. Traffic delays are expected.
September 22, 2017 Update:
The contractor will be installing new sanitary sewer manholes and services on Community Drive next week. If time allows, the road will be graded and prepped for paving the following week.
September 15, 2017 Update:
Next week, the contractor will be installing new water services along Community Drive. Local traffic delays are expected.
September 8, 2017 Update:
SUR continues to connect water and sewer service lines to homes on Community Drive. Work area will be restricted to local traffic only.
September 1, 2017 Update:
The contractor will continue to connect services on Community Drive next week. With school back in session, residents are asked to use High Street to access the school during AM/PM drop off and pick up hours. Allow extra time to arrive at your destination. Traffic delays are expected.
August 25, 2017 Update:
The contractor has finished installing the new water main on Community Drive. Next week, they will continue testing the new main and then begin installing new service connections to the properties. They will also focus on connecting the hydrants to the new main. Traffic will be restricted to local traffic only.
August 18, 2017 Update:
The contractor will continue to install the new main on Community Drive from 40 Community Drive to Shaw Street. This will complete the main installation. The new main on Community, between Allen and Dolphin, will be pressure tested and chlorinated. The end of the week work will focus on connecting the hydrants to the new main. Traffic is restricted to local traffic only.
August 11, 2017 Update:
The contractor will continue to lay water main on Community Drive, from Dolphin Street north to #44 Community Drive. Local traffic only.
August 4, 2017 Update:
The contractor will be installing the new water main on Community Drive beginning at Allen Street and ending at Rolfe Park. All residents have been hooked up to the temporary water main. Local traffic detours may be implemented.
July 28, 2017 Update:
On Monday of next week, the City's contractor will be removing road materials between Allen and Dolphin Street. On Tuesday, the houses will be switched over to the temporary water main. No water disruptions are anticipated. The new water main installation will begin at the end of the week. Traffic disruptions are anticipated.
July 21, 2017 Update:
Next week, SUR Construction will be installing two new water valves on Portsmouth Street. This work is in advance of the Portsmouth Street Culvert Replacement Project. Residents will be without water during this time. Traffic will be reduced to alternating one lane traffic.
July 14, 2017 Update:
The contractor, SUR West Construction, Inc. will mobilize their equipment and materials next week. They will be staging on property owned by Merrimack Valley School District off of Beede Drive. Work will begin on Community Drive(at the Allen Street end) with setting up the temporary water at the end of the week. There will be minimal disruption to the residents.
